So it could mark the movements of the Goths. We would expect to find its parent I1* among the Goths as well, along with other haplogroups found in Scandinavia, and indeed some haplotypes of I1* appear in Eastern Europe, but I1b-M227 is particularly interesting, as it is not found to any great degree in Scandinavia itself.
